The objectives of the Work Programme and Budget for the strategic planning period 2002 – 2007 were as follows: 1. Conceptual, practical and innovative information and materials needed are collected, produced, disseminated, translated and promoted on critical issues and increasingly used and valued by key NGOs, governments, the UN and other stakeholders advocating for and implementing changes in health population policies and programmes. 2. Reports of national and regional findings and recommendations from credible research-based country monitoring of Cairo and Beijing implementation on critical women’s health and rights issues are produced and extensively used by women NGOs and ARROW as the basis for policy advocacy and strategic planning as well as by other NGOs, GOs and UN and other stakeholders. 3. National and regional research-based policy advocacy activities of women NGOs in dialogue with the state and other key players/agencies on critical issues of women’s health and rights increase and are more effective in producing health and population health and population policy and programme change. 4. Establishment of Women’s Health and Rights Advocacy Partnership (WHRAP) as a regional forum for effective strategic planning and national and regional action in policy advocacy through the mobilisation and exchange of women NGO experiences and resources. 5. ARROW’s women NGO stakeholder participation; programme and technical inputs; sound governance; staff development and management; stakeholder accountability mechanisms; and strategic organisation and programme planning and evaluation processes, continue to improve and be sustained to ensure creative, effective and efficient organisational development.
