Since 1995, Junice has been the Executive Director of Likhaan (Linangan ng Kababaihan, Inc.). Likhaan is a women’s health and reproductive rights NGO engaged in establishing and running community-based primary health care centers focused on women in poor urban communities; conducting education and training on gender, health, rights and development, especially for grassroots women and NGOs; strengthening participatory governance through organizing networks of women and community-based organizations; and developing research-based proposals for policy reforms in health, gender and development. Junice has spent 17 years in mass movement/ NGO work focusing on health, women and development. She received her Doctorate in Medicine from the University of the Philippines College of Medicine in 1981. From 1983-86, she was an instructor on Histology in the School of Medicine at the West Visayas State University. She was the Deputy Secretary-General of the Coalition for the Restoration of Democracy (CORD) from 1984 to 1985 and the Executive Director of the Centre for People’s Health Resources and Services (CPHRS) from 1984 to 1988. She became the Medical Director of the Gabriela Commission for Women’s Health and Reproductive Rights from 1991 to 1993 and was the Co-Coordinator from 1993 to 1995. She was the NGO representative in Philippines’ official delegation to the High Level Meeting to Review the Implementation of the Cairo Programme of Action sponsored by the Economic and Social Commission for Asia and the Pacific (ESCAP) in 1998 and the Hague Forum for the Cairo+5 Review sponsored by the UNFPA in 1999. In 2000, she became a Board Member of Maralitang Kababaihan Mithi’y Paglaya (MAKALAYA), Medical Action Group (MAG) and Women LEAD Foundation, Inc. Junice has also been a member of the International Advisory Group (IAG) of the Women's Global Network (WGNRR) from 2001-2003; co-convenor of Kilos Kabaro, the alliance of women for women's rights; co-convenor of the Scarlett Letter Network, the alliance of advocates working on abortion; first chair of the Reproductive Health Advocacy Network (RHAN) and a member of the RHAN Steering Committee for the last three years.
